Christmas Crackers

Sparkle, one of Father Christmas' Elves, has been charged with the task of organising the Christmas party for when Santa gets back from delivering all the presents. He has to make 50 Christmas Crackers, one for each of the guests, and to fill the crackers he has the following items:

Three colours of hat, red, yellow and blue.

Four novelty gifts, a toy car, a spinning top, a magnifying glass and a miniature hair brush.

Four different joke slips.

All the other parts of the crackers are the same. There are enough bits for 50 crackers, but is there enough so that Sparkle can make each cracker different?

Well, unfortunately for the guests, at least two crackers will have to be the same, because 3 x 4 x 4 = 48. Unless of course Sparkle leaves some items out of a couple of crackers and makes them different in that way, but that wouldn't be fair.
